On a Friday morning in late April, a driver told KEYT that traffic during farmers market hours on Coast Village Road was "backed up quite a bit," all the way back to the roundabout, and the roundabout had slowed down too. A new temporary signal at the Hermosillo exit had just switched from blinking red to its normal cycle.
Six months later, the news on the freeway sounds like relief. KEYT reported on October 13 that the Highway 101 widening segment through Montecito is scheduled to finish by the end of 2026. The traffic on Coast Village Road comes from the closed Cabrillo Boulevard off-ramps, which belong to a different segment on a different schedule, and they are listed as closed until summer 2028.
Three segments, three end dates
The 101 work near Montecito is split into separately scheduled segments that meet at the edge of town. Each one ends at a different time.
| Segment | Limits | What it builds | Posted timeline |
|---|---|---|---|
| Montecito | Romero Creek Bridge to Olive Mill Road | A peak-period carpool lane each direction, plus auxiliary lanes and ramp changes between San Ysidro and Olive Mill | Construction through 2026, landscaping into 2027 |
| Santa Barbara South | Olive Mill Road to Hermosillo Road | Widening that connects the Montecito lanes to the city | Construction through 2026 |
| Santa Barbara North | Hermosillo Road to Salinas Street | Carpool lanes, a new Cabrillo interchange and a teardrop roundabout | Began April 6, 2026, runs through 2028 |
The first two segments are close to done. Northbound lanes from Sheffield Drive to Hermosillo Road opened on June 28, 2025, according to the Montecito Journal. Southbound traffic moved onto its new lanes on June 13, 2026, per an SBCAG construction update carried by Edhat. The San Ysidro and Olive Mill roundabouts were finished by spring, as the Santa Barbara Independent reported in March. In September, Justin Glover of SBRoads told the Independent he expected three lanes to run through Montecito by the end of the year.
The Cabrillo ramps sit in the third row of that table, and the third row has more than a year and a half left.
The closed ramp sets your route
The Coast Village Road signal exists because of a ramp closure. When the northbound Cabrillo Boulevard exit closed this spring, freeway traffic shifted to the Hermosillo exit, a shorter off-ramp that comes out on Coast Village Road west of Butterfly Lane and Coast Village Circle, KEYT reported. The temporary signal and a new crosswalk went in there as part of the project's traffic management plan. KEYT also noted that Cabrillo had been a main exit for people heading to the beach.
So the signal manages the cars the closed Cabrillo exit no longer takes. A finished carpool lane through Montecito moves cars faster on the freeway. It does not reopen the exit those cars used to take before reaching Hermosillo.
By July, the effects had spread well past the intersection. The Montecito Journal relayed a statement from the Montecito Community Connect Group that blamed the April signal for gridlock running from Sheffield toward Salinas and up Hot Springs Road, San Ysidro Road and East Valley Road. One regular driver told KEYT in October that she hopes the finished project clears up surface street traffic: "When you are on the freeway you want to get home you don't want to take off and go this way on Coast Village."
How the detours run until summer 2028
The most recent detailed SBRoads bulletin, published September 8 on Edhat, lists the long-term routing that outlasts the Montecito finish:
- Northbound 101, Cabrillo Boulevard off-ramp. Closed until summer 2028. Drivers use the Hermosillo Road off-ramp.
- Southbound 101, Cabrillo Boulevard off-ramp. Closed until summer 2028. Drivers use the Spring/Olive Mill Road off-ramp.
- Cabrillo Boulevard under the freeway. Flaggers direct one-way daytime traffic at times for equipment and material deliveries.
- Speed limit. Reduced to 55 mph throughout the construction area.
The same bulletin describes work underway at the Cabrillo Boulevard Undercrossing, including foundation drilling, bridge columns and retaining walls. It also lists the permanent concrete median barrier still being built between Olive Mill Road and San Ysidro Road. One more permanent change belongs to the Santa Barbara North work. The southbound Los Patos Way off-ramp is closed for good, according to the City of Santa Barbara.
East of town, a separate Caltrans job adds overnight lane controls in Summerland, between Arroyo Parredon Creek Bridge and about 0.4 mile south of the Evans Avenue undercrossing. Caltrans said the work began October 4 and is expected to finish by mid-December.
"A total redo" at Cabrillo and Hot Springs
SBCAG Executive Director Marjorie Kirn told KEYT that the work around Hot Springs Road and Cabrillo Boulevard will take about another year to reconfigure the carpool lanes and ramps. She described the scope this way:
"The last segment is the most difficult. So much has changed and yes we are redoing the entire freeway there, we're moving the interchange and the ramps from the inside and outside (at Cabrillo) so it is a total redo. You aren't going to recognize it for a few years."
Moving the interchange explains why the Cabrillo ramps can't just reopen once the nearby lanes are done. The ramps are being rebuilt in new positions. Kirn added that she is looking forward to being able to say "the 101 is finally done." The project's own Montecito page lists landscaping continuing into 2027, after the lanes are finished. For a resident, the year-end finish means faster freeway lanes and the same Hermosillo exit routine.
Coast Village dates to plan around
With traffic staying on the same routes, the dates worth planning around are the ones that put more people on Coast Village Road and in the Upper Village:
- Saturday, October 31, 3–6 p.m. Ghost Village Road and the Great Pumpkin Challenge run on Coast Village Road. Guesses on the pumpkin's weight, taken outside Renaud's, have been open since October 12.
- Saturday, November 7, 9 a.m.–1 p.m. The Montecito Association holds Beautification Day at the Upper Village fountain.
- Thursday, December 3, 4–6 p.m. The Coast Village Association's holiday tree lighting features Santa Barbara Ballet, a Santa Barbara Youth Symphony quartet and the Santa Barbara Madrigals.
The Halloween afternoon and the tree lighting both fall close to the evening commute. Both events are on the same road that takes the northbound Hermosillo exit traffic, and the Cabrillo exit will be closed for both of them, just as it will be for every holiday season through 2027.
When the Montecito segment finishes this winter, the change will show up on the freeway. On Coast Village Road, the Hermosillo exit stays your way in until the rebuilt Cabrillo interchange opens, which is currently scheduled for summer 2028.
Construction schedules can change how long a property takes to show well, when a renovation crew can get to the job, and which weekends draw buyers, so timing matters whether you own on the Coast Village side or near San Ysidro.
